Britain's finance minister George Osborne ordered an independent inquiry into Co-op Bank, with regulators also considering enforcement action against the lender. The investigation has been jointly agreed with the Prudential Regulation Authority and the Financial Conduct Authority, the Treasury said in a statement. "It will be led by an independent person appointed by the regulators, with the approval of the Treasury," the finance ministry said. Hon Hai Precision Industry, which assembles iPhones and iPads for Apple, said it is considering an investment of $40 million in manufacturing and research facilities in Pennsylvania. The Taiwanese contract manufacturer for consumer electronics, also known as Foxconn, said it may invest $30 million in manufacturing facilities for high-end telecommunications products and S$10 million for automation research and development in the state. Kansas City Fed President Esther George said that debate over reducing the pace of the U.S. Federal Reserve bond buying program will be on the table at the central bank's next policy meeting in December. Asked whether she expected Fed policymakers to discuss tapering bond purchases as soon as December, she told reporters: "These are discussions we have at each meeting. So I would expect we will continue to discuss that as we go forward." Debate over reducing the pace of the Federal Reserve's massive bond buying program will be "on the table" at its next policy meeting in December,the president of the Atlanta Federal Reserve said Friday.Dennis Lockhart, in an interview on CNBC, said he expected the Federal Open Market Committee, the central bank's policy-setting arm, to be debating when to begin cutting back on its program of $85 billion a month in bond purchases over the next several meetings. Lockhart, who will not be a voter on Fed policy matters until 2015, said he expects the exit from the program, known as quantitative easing, to be manageable once the time comes.
