It's been a year and a half since photographer Bill Henson was at the centre of a national controversy over an exhibition of his photographs depicting naked adolescents. Police raided a gallery, but the NSW Director of Public Prosecutions did not proceed against him. Later, the very same work was classified by the authorities as being rated G or PG.At the time, the NSW Government initiated a Child Pornography Working Party to produce recommendations to clarify the law in relation to art and child pornography. That working party has now delivered it's report, and it recommends that 'artistic merit' no longer be a legal defence under child pornography laws.
